WRPedit is an Island creator released back in half-2002.
It has all features you need to create an Island, however not all features are as handy to use. The main draw-back is the object placer which is slow of use and the tool can't read newer formats of .wrp like Nogova.

However it has an 3dview which comes in handy to see how your Island is progressing.
