periscopeElevation vehicle

Parameters:

vehicle: Object - vehicle with periscope tech

Return Value:

Array - in format [elevation, userisblocked], where:

• elevation: Number - current periscope elevation value
• userisblocked: Boolean - whether or not user override is blocked
