preloadTitleObj [name, type, speed, showInMap]
Parameters:
name: String - defined in configFile >> "CfgTitles" >> name
type: String - see Title Effect Types
speed: Number - (Optional, default -1)
showInMap: Boolean - (Optional, default true)
Return Value:
Boolean
