I wonder why BIS assigned a sector control of "2" to aircraft and "0" to ships. One of the modern "art of war" maxims is that "no aircraft ever took and held ground", by the nature of needing substantial amounts of energy to remain in combat -- most other vehicles can remain combat effective with the engine off or on idle, and infantry need nothing more than their three squares a day. The modern use of gunships and light helicopters in a close air support role muddies that water, but I'd still lean towards aircraft being completely unsuitable for occupying a sector. I can perhaps see the reason they assigned 0 to ships, as boats within a sector are unlikely to occupy any substantial part of a game scenario, but actual bona fide warships (i.e., with main guns or missiles) are historically far more able to control territory than aircraft are.
