Reverted to original BI values.

Amount is NOT a percentage, if it was we could say setFuelCargo 35, meaning 35%.

Value is between 0 and 1 only according to BIs command reference, unless it can be shown differently.

setFuelCargo has not EG?

Command header says thats its AL EG, when this means that this object may be to local to machine, but resulting effect will be affected to all machines what is EG. setFuelCargo on any object doesn't really has EG, maybe since 1.66?
