Description

- Text background - effect is in format ["name", "type", speed] or ["name", "type"].
If speed is not given, 1 is assumed.
Type may be one of:
- "PLAIN"
- "PLAIN DOWN"
- "BLACK"
- "BLACK FADED"
- "BLACK OUT"
- "BLACK IN"
- "WHITE OUT"
- "WHITE IN"
