2) When last man in group die or is moved to other group, group will be destroyed, and it can't be used anymore.

I was under the impression the group, even if empty, could still be reused.

Well, both is true in some way.
Lest say you have a unit in the group WEST Alpha Black and a variable group1 assigned to that group. Then you join the unit in group1 to grpNull. The unit is in group WEST Bravo Black now. The group1 variable points to an empty group, but it's not pointing to group West Alpha Black anymore.
You can see this when you join the unit to group1. Now the unit will be in group WEST Charlie Black. This goes on like this until group WEST Kilo Pink. After that the groups will only be named WEST. As long as the total number of groups is lower than 63, you can join units to grpNull and empty groups get reused. What doesn't seem to be reused is the name of the group, once it's empty. You won't get that group name back even if you still have variables pointing to that (empty) group.
I'll shortly add a note to the article to clarify this.

This is still the case in Arma 2 v1.60
