WRPedit is an Island creator released back in 2002.

It has all features you need to create an Island, however not all features are as handy to use. The main draw-back is the object placer which is slow of use and the tool can't normally read newer formats of .wrp like Nogova.

With a little bit of minor editing, even Nogova can be read in WrpEdit

However it has a 3dview which comes in handy for seeing how your Island is progressing.
