daytime – Talk

I added Effects are local but I realize that this is not a command. It is a function which is not designed to "effect" any kind of change.

But it is true that in a Client/Server environment it returns the dayTime local to client this function is called on.

If there is a better way to show this locality on the contents page please edit appropriately.
