- Parameters:
- speaker: Object or Side
- message: String - must be defined in either CfgSounds or CfgRadio
- channel: String or Number - (Optional, default "side") can be "say3D", "direct", "group", "vehicle", "side", "command", "global", or custom channel ID
- Return Value:
- Boolean - true when done
